Arsenal Charged With Regulation Breach Over Calum Chambers Transfer
Arsenal have been formally charged by the Football Association for the alleged breach of 'Football Agent Regulations' during the £16m transfer of Calum Chambers from Southampton last summer.
An FA statement clarified, "The charge is in relation to the transfer of Calum Chambers from Southampton to Arsenal on 26 July 2014.
"Authorised agent Alan Middleton has also been charged for allegedly breaching The FA's Football Agents Regulations in relation to the same transfer."
Middleton has until 17th June to respond to his charge, while Arsenal have asked for more time to respond to theirs and now have until 26th June to do so.
The current set of agent regulations came into effect in July 2009 and clearly outline what is prohibited when it comes to transfers.
The general rules state:
1. A Player or Club must not at any time use the services of, or seek to use the services of, pay, or seek to pay, either directly or indirectly, an Unauthorised Agent in relation to any Agency Activity.
2. A Player or Club may retain only the services of an Authorised Agent or Exempt Solicitor in relation to any Agency Activity, or represent themselves.
3. A Player or Club must take all reasonable steps to satisfy themselves that any person carrying out or seeking to carry out any Agency Activity, whether directly or indirectly, is an Authorised Agent or Exempt Solicitor and is entitled to act under a valid Representation Contract or Exempt Solicitor Terms of Representation.
Further detailed sections of the regulations cover representation contracts and agreements, dual representations and conflict of interests, among various other duties and legal requirements to be upheld by all parties involved in transfers.
As yet, it remains unclear exactly what Arsenal have been accused of doing wrong.
Chambers played 36 times in all competitions in his debut season for the Gunners. He failed to nail down a regular starting place, but manager Arsene Wenger nonetheless still has very high hopes for the player's future.
